A lack of enforcement of litter penalties was raised as a problem in panel discussions conducted for the New Zealand Anti-litter Council in 1975, and one of the reported reasons given for littering was ‘nothing happens if you do litter’. Some campaigns, such as the 2001 ‘Litter and it will hurt’ campaign for the Washington State Department of Ecology focused entirely on this issue. It publicised an 0800 phone number for people to report litter thrown or falling from motor vehicles, so that people would feel that ‘someone was watching them’ and this would act as a deterrent.
