The review of studies listed above uncovered that littering can be caused by infrastructure issue. For example:
No bin nearby, no easy way to dispose of litter correctly (19% gave this as a reason in the Williams et al (1997) study); and No ashtray available (10% gave this as a reason in the Williams et al (1997)
study).
Rubbish Attracts More Rubbish
It would appear that people are more likely to litter if the area is already littered.
Excessive Packaging
Some people explain that there is so much packaging it is hard not to litter.
Enforcement
Some people explain that they litter because nothing happens if you do.
